Having a smaller H1 makes sense if you wanna have a small page intorduction/title while targeting important keywords:
e.g. Interior design studio in Hannover. Then a slightly more descriptive H2.

It's weird to have a small H2 "section title", especially without SEO strategy.
It can just be a text block, commonly known as "eyebrow"

And then having a huge H3 is something you don't see everyday
